Nehemiah hadn’t even lifted a single stone yet.
He had just arrived in Jerusalem with favor from the king, letters of authority, and a clear assignment from God.
“Then I came to the governors of the province beyond the River and gave them the king’s letters. Now the king had sent with me officers of the army and horsemen. But when Sanballat the Horonite and Tobiah the Ammonite official heard about it, they were very much disturbed that someone had come to seek the welfare of the people of Israel.”

Before a single wall was rebuilt, the opposition began.
Sanballat and Tobiah didn’t wait for the progress — they came at the promise.
